We posted this back in January when DirectX 9 had just released, but for some reason a debug version was used (I only noticed this yesterday while playing with dxdiag) so I downloaded the SDK and extracted the retail version of the Control Panel for everyone.

To see which version you have:
  1. Click Start > Run
  2. Type dxdiag & enter
  3. Select DirectX Files tab. If you don't have a message there about the control panel then you have Retail.
The file is 80kb (zipped) and includes a readme with install instructions :)

Download: DirectX 9 Control Panel

Note: To ensure the integrity of your Office 2000 installation, the Microsoft Windows® Installer requires access to the MultiLanguage Pack CD or your network installation location during the installation process before applying any product updates. This is a technical requirement of Windows Installer-based software patching and is not intended to be an anti-piracy measure. For more information, please see the Microsoft Knowledge Base article, (268800): Windows Installer must have original source files when you apply a patch.

For complete Office 2000 SP3 functionality if you are using an Office 2000 SR1 MultiLanguage Pack, you need:
Office 2000 Service Release 1a Update
Office 2000 SP3
Office 2000 SR1 MultiLanguage Pack (the language pack you
are using)
Office 2000 SP3 for Office 2000 SR1 MultiLanguage Pack (this update)

Important Any future public updates released for Office 2000 SR1 MultiLanguage Pack will require the installation of Office 2000 SP3 for the Office 2000 SR1 MultiLanguage Pack.

LOL, I downloaded the darn thing twice when it first came out. I extracted the Control Panel file and then deleted the SDK before checking it. Good thing I have cable here, hehe.

it doesn't make sense that they don't include this with regular directx, thanks neobond for providing this

Yes, could someone educate as to why is this necessary ?

TweakUI for XP isn't necessary either, but is useful. So, the DX thing in the Control Panel may serve some purpose, and it's not like it's any trouble to install, and it's small in size, so why not install just becuz, lol.

Well lets see it has the ability to turn on and off debug info, so if your trying to run a game and it crashes you can use this to provide some enlitenment, also it's an easy way to tweak settings in DX9 and windows altough personnally i'd stick to my gfx/sound card manufacturers software for that sort of thing, but hey there's more than one way to skin a cat.

When you run dxdiag it gives a warning that this version is a debug version and that the retail (included in the dx9 setup) would be better.
