So where can I read a changelog for SP4, if such exists? I can't enter betaplace.com since I don't have a "Passport" (nor planning to get one)

you can't get sp4 (legally) then, since your not a beta tester. so why do you need a changelog?

When did I say I want to get it at the moment? And, me - as a user, would like to know what has changed since SP3... Thought that would be pretty obvious...

I would also say that you would have guessed they wanted to see what was different.

An illegal Service Pack download... now there's something that would stand up in court. "You are charged with knowingly downloading and using a collection of BETA fix's for your operating system without prior permission - how do you pleed?"
