You have put the Exchange patch details under the Windows 2003 patch

This is really a Windows Server 2003 patch. The description on the Microsoft Downloads page is badly worded. If you click the link on the right "More Information About This Download" it will take you to the KB article which explains that the bug affects Windows Server 2003 systems running the SMTP service, regardless of whether Exchange 2003 is also installed.

Seems to be pretty common for the temp contractors running the ms.com/downloads site to be sloppy when writing the summary descriptions. Always check the additional info when it's available.
