Install this update to resolve an issue in Windows 2000 that restricts the functionality of the Exchange Best Practices Analyzer (ExBpa) tool. This tool is used to diagnose issues in an Exchange environment. After you install this item, you may have to restart your computer. Once you have installed this item, it cannot be removed

Both of these go without saying, look at the vendor.

Seriously, in what scenarios would someone absolutely need the Exchange Best Practices Analyzer tool?

Companies starting out, or migrating to Exchange would rely on this tool to help make their life easier.

#1, no need for the trolling comments thank you very much. It is always important to run the BPA if you don't know how to configure Exchange 2000 properly because its default settings are not recommended, for example, having the IFS surface a drive letter is not recommended because of the problems it has caused in the past with antivirus etc.
