AT&T Incorporated announced it will invest more than $750 million this year (86% more than last year) in 200 initiatives for its global network infrastructure and retail and wholesale IP services. The program includes the expansion and deployment of data centers worldwide; 38 data centres in total will be deployed by the year’s end. New features will also be added to the vendor's virtual private network services portfolio, including global enhanced remote monitoring and management capabilities. AT&T also will focus on expanding global IP networking capabilities in many countries across the globe. In terms of Wi-Fi, AT&T said it plans to increase the number of hot spots it sets up and services from 46,000 to 55,000 in more than 80 countries.

When AT&T Wireless was bought by Cingular, that was definatly alot more than a name change it was converting the TDMA network over to GSM among other things (migrating billing systems, etc.). the current NAME change which is Cingular to the new at&t is just that, a name change.
Yeah no, they have never change your rates without first notifying you.
