Government groups around the world are becoming increasingly involved in efforts to launch and defend against web-based attacks, security experts warn. A new report from McAfee, conducted in association with several law enforcement and security research bodies, claims that a new 'cold war' is taking place on the internet.
The security firm cited recent attacks on Estonian government sites, and allegations of web attacks conducted by China, as examples of how cyber-attacks could take a part in global conflicts. "The nature of the equaliser that is the internet has dawned on people," said Dave Marcus, security research and communications manager at McAfee. "It is dawning on a lot of places that maybe they don't need a mole some place." Marcus told vnunet.com that levels of preparedness within governments varies greatly.

Seems to me that might not be smart for them ... the US and China are so entangled that they really need each other, meaning neither can afford to do much against the other ... if the US gets funny China drops all their dollars, if China gets funny its likely the US would stop buying their products (with or without gov intervention?).
As for Russia, lets not forget this is a country of a 150 million people ... its no match for the US, or even the EU I imagine ... I don't figure that would be Russias style, they have huge oil and gas influence over Europe ... much better than a DDoS attack!
Now I must add that while the world war, huge cold war, etc, is a load of tosh, small nations like Estonia or say Taiwan however could be susceptible to some sort of small China war ... how much the US and rest of the world could respond without screwing themselves isn't known.
