This promotion will give you $10 off a purchase of $60 or more. Some well known participating retailers include TigerDirect and Buy.com.There's nothing wrong with snagging a great deal with an additional $10 off! This is a good move for Google, considering competition with a major competitor, PayPal. Google hopes to raise awareness of Google Checkout, and expand it further into the online community.

By offering this discount they are basically paying to get your information in their system. Smooth move Google and not at all evil or completely obvious! What was your motto again?

So they provide a service for free by using inobtrusive advertising and apparently it's evil? Seriously, what do you want from them?
Would you prefer to cut out the middleman and pay directly for the service? Would it be worth it?
Sure, it's advertising, sure nobody likes the idea of being herded to buy more things, but is it such a bad idea?
Say you're buying a new Printer - they tend not to come with USB/Ethernet cables, so you're at the checkout and what do you see - and ad for a cheap cable. Is it capitalist? Sure, but is it entirely inconvenient? Not really.
I really don't see what your problem is with google, I'd rather have a few contextual ads at the side than a bill every month.
