Stardock has released the public version of IconPackager 2.12.

IconPackager is a program that takes packages of icons and applies tham all at once. There are thousands of icon packages on the net at websites such as WinCustomize.com.

Version 2.12 enhances its Windows XP support by allowing users to change some of the XP-specific icons. It also upgrades its drag and drop support for easier manipulation of icons, and fixes bugs reported from the previous version.

Changing icons on Windows is still a bitch, if there are more than one user. Some icons are changed at system-level, and some at user level. You could solve this by having some "master service" restore the icon when a user logs of or something, or you could just face that this OS isn't made for you to change icons other than those on shortcuts. After playing around with IconPackager, my icons rarely manage to get back their old look for all users. Hopefully Longhorn will make it easier to have fun with icons. However it's nice with a detailed Changelog for once.
