I've tried both. Resource Tuner can handle most situations, but I have encountered stuff that Resource Tuner couldn't edit in a satisfactory way. I'd say ResHacker is a more flexible program, although it (currently) lacks the ability to insert XP Style Manifests into the actual executable (but it's easy enough to just make that file by yourself and put it alongside the executable). One thing I noticed in Resource Tuner is that it always seem to want to edit stuff through a GUI, while in ResHacker you can edit the actual text resource, allowing more flexible ways of adding controls and such.

I'm not paying for something ResHacker can do just as well and is free...
