Many games use specific libraries from new updates so it can come in handy to get your full DX experience. Brad to the Wardell explained it once in poweruser.tv podcast.

yar some things just dont work if u dont update them, for example if u dont have the latest direcx installed certain plugins for pcsx2 dont work at all

System requirements for redist shows it supports Vista. As we know vista is dx10, so it couldn't be called dx9.
Why does system requirements for end-user not show vista support?

Becasue it's still 9.0c, that's why. This is just a minor update. There's a few updated DLLs, some updated XMLs and not much else. You probably don't need it unless you have a game that requires it, but it doesn't hurt anything to update your system anyways.
