Recuva pronounced "recover" is a freeware utility to restore files that have been accidentally deleted from your computer. This includes files emptied from the Windows Recycle bin as well as images and other files that have been deleted by user error from digital camera memory cards or MP3 players. It will even bring back files that have been deleted by bugs, crashes and viruses! Like all other Piriform products including CCleaner, Recuva is free for both commercial and personal use.

does it recover files deleted with CCleaner?

it should, as long as the space gained by deleting that/those certain file(s) has not been overwritten by a new write operation either by the OS or an App.
browsing the web and downloading that app might just do this and then you cannot recover the data.
if i was in such a situation id stop browsing, download that app to a USB flash stick or similar and run and install it from and to there...
yeah, it does not null the risk of overwriting the data, but it might help

I could have sworn that CCleaner had a multiple-overwrite feature to work around that....

It does have a secure delete feature of writing multiple times, yep.
