DScaler use to be the best TV viewer, but the project was abandoned for some reason.

ChrisTV is a great program, and now the only real choice for Vista users.

Dscaler is not abandoned, there is more info in support forums. Vista with Aero compatible version will be released when it's ready, but if You want Dscarel it will run in classic mode in Vista without problems.
