It's not even in the official download page (opera.com/download).
Also they didn't announce it as a final in the desktopteam blog.

Yeah, I can't get the file either, the 923 folder doesn't exist on the ftp... they probably removed it until they actually announce it

File removed from the official FTP server.

Reason:

The 9.23 builds that appeared on the FTP server today are being pulled due to an issue with Widgets.


So don't bother downloading it and wait for the official 9.23 Final build.
