Yes it shows on the site November 2007 and when installing it does install SDK/Runtime for November 2007

The linked redist is dated February however, not August (which is the latest one I could find) and the related link 404s

DxDiag reported my DirectX is 10 but the one offered above is 9.21.1148. How?

Yeah, how do I update directX for Vista? or does it update through Microsoft Update? Ive always been afraid that if I use the online update feature it will downgrade dx10 to dx9c

Just run the web installer (or the redistributable). It's just a minor update. If you run it on Vista, it won't mess up your DX 10. Probably won't even touch any DX 10 files.
Realy, though, if you're not comfortable with updating DirectX, you can safely leave this alone. If a game needs updated DirectX files, they will be bundled with the game (that's what the redistribs are for). There's nothing in here that will do much of anything for games that weren't written for this version of DirectX (or at least, that's what MS keeps telling us).

Croquant, well there are some DX10 updated files in there so it would update them if they aren't the latest. However, everything else in your post is spot on, there is no need to install this generally because as you say if a game needs updated DX files, it will be bundled with the game anyway. Updated files are good but it won't really improve any existing games.

Yeah, but you know what. Bioshock kept crashing on me until I installed the August update via the redistributable. Yes, that's right, I had first run the web installer which supposedly upgraded everything to latest, but the game kept on crashing. After installing from the redistributable it ran fine... Go figure...

Corrupt file or bad download

I had crashes in Bioshock too, I ran the MCE shortcut and it works fine now (I dont have MCE on this pc, but hey!

Does this include the Wow?

I haven't really noticed these DX updates doing much of anything for performance.
