REALbasic 2007 Release 5 shipped on November 13, 2007. This release included over 100 improvements to REALbasic and it supports Apple's latest Leopard OS.

for free I'd take VB.NET Express with SQL Server Express... much better

Techincaly with mono so is .NET, and MS is letting people extend .NET now to other platforms (this is a recent change in policy for MS)

Mono works reasonably well but the WindowsForms API still needs a lot of work.
