DeskAngel is an enhancement tool for Windows desktop. It is simple, green and totally free. It contains following features:
  1. Directly scroll the document under cursor, whenever it is actived or not, while scrolling the wheel of the mouse.
  2. Maximize and restore window under cursor after click the wheel button of the mouse
  3. Auto scrolling the document once keeping the wheel button pressed and scrolled one step.
  4. Toggle a window topmost after right click its titlebar.
  5. Transform left + right click to alt + right click, to enable the translator feature for Lingoes or Babylon without touching keyboard, etc.
  6. Transparent a window with ctrl+alt+wheel scroll.
  7. Capture a screen range to clipboard or into a file and save the file path to clipboard.

I don't think anyone would be upset if the news posters clean-up the grammar from the sites they quote.

Plus it's not freeware, it says "download trial version" on their website.

No, DeskAngel is totally free.

Only MiniHex is not free.

IMHO, some features are very useful but hard to describe.

honestly this program contains some of the important/best features from compiz fusion/metacity in linux.... just recently discovered it and i must say... im impressed..now if i can only find a program that does wobbly windows as well so that i can get back that "organic feel" in my windows box.
