App developers interested in making Windows Phone 8 apps can now sign up for a new Windows Phone Dev Center account for just $8, compared to the normal $99, from now until November 7th.
Microsoft says it is launching the first of a planned series of updates to the Windows Phone Dev Center, which includes a way to translate foreign language user reviews of Windows Phone apps.
