I've always been a WinRAR user but lately I've been turning to 7-Zip for my extracting needs. It is rather nice, and free!

This thing is triggering a UAP prompt every time I run it. I reverted to 3.61 which worked without bugging me.

I can confirm the problem you are having with Windows Vista. I also had to revert to WinRAR 3.61 to get it to function properly.

They should better improve the compression engine... make it faster, improve the compression ratio etc...
