windows server 2019 remote desktop access

I am using Windows Server 2019  server. ( This is provided by AWS Windows AMI )

 

Currently only 2 user can simultaneously do remote desktop login to the server.

 

I want to increase this count to 3  simultaneous user login.

 

I checked google and found that  I possibly need to purchase RDS CAL license  for this ...right ?

Is it the right place ?

 

Here it  shows  " 1 user CAL " .    what does " 1 user CAL "  means  ?

So Do I need to purchase 1 RDS CAL ( which will make total = 2+1 = 3 )  or  I need to purchase 3 RDS cal  to make sure  that 3 user can login ?

there is another issue: inside a local group u can't use "per user" license type for ws2019 (but it's fully functional inside a domain). that's why i'm using ws2016 for providing remote access.
