Audio is super quiet even at 100% but restarting the PC seems to fix it?

So my Windows 10 laptop audio is quiet but restarting the PC seems to fix it temporarily....

 

There doesn't seem to be a pattern to this behavior either. Sometimes it'll boot with audio levels at normal and sometimes it'll boot with super quiet audio... But like I said, if it's quiet it fixes it temporarily.... It started doing this about 2 weeks ago. It's been driving me nuts. I'm spending more time restarting my computer than actually using it.

I suppose you looked for newer drivers and all that stuff already?  Could it be some app that's getting focus and lowering the audio levels so you can hear it?  Video call apps tend to do it like Skype etc, you check anything like that?
