umm it says

Act legalized copying of sound recordings of musical works onto audio recording media for the private use of the person who makes the copy (referred to as "private copying").

sharing it makes it no longer "private copying" and I do not mean sharing it with your family, i mean sharing it with, for example, like kazaa.

when you share that makes it illegal

Exactly. It's a weird law and I'll admit that I didn't know about it until recently (couple months ago). But the RIAA's reach is only within the US borders therefore anyone sharing music in Canada is safe, I presume.

This really has nothing to do with what the RIAA is doing.. They also arn't ignoring it, or oblivious to it, since the article itself includes a quote from an RIAA representative on the matter.

Also, while most Canadians may have broadband, their population is only 31,414,000 while the U.S.'s is 290,342,554

50% of Canadian pop. is 15,707,000 while 20% of the U.S. is 58,068,511. Yeah, good luck making up for the U.S..

This is the second time I've seen this statement made, and both times it's seemed as if to be nothing more then trying to exclaim that Canada is better than the US.
