Ordinarily, I would think Word 2010 (like the rest of Office 2010, it can export PDFs directly - no third-party add-in required); however, that blue background is something I've never run into using Word as a PDF exporter (2010 x64 in my case). I would check for updates to the VC++ runtimes (there are two that are critical to any versions of Office/Windows - VC++ 2005 and VC++ 2008); it's possible that one or both got reverted or broke. For example, text is never actually black when I create PDFs using word, but rather some very dark gray. This is very noticeable when compared to the same document created using Acrobat's PDF printer. Same goes for embedded vector graphics.
