I used a piece of software years ago to do this (this wasn't the software's only function) but for the life of me I can't remember what it was called. You need to download the script mentioned in this iLounge thread, and then start playing each song before changing its play count to match that of Last.FM. You can also use it for messing around and giving songs absurd numbers of plays, but in both cases it will be very tedious if you have a large Last.FM library.
