Best alternative to Wizmouse?

Question

I've been using Wizmouse for years. For those who don't know what it does, it allows the mouse wheel to scroll wherever the mouse pointer is at, if there is anything to scroll, such as a long folder, or a browser window. The problem is that Wizmouse quits every now and then and I have to restart it manually. Are there any other programs that do the same but are more stable?

My mouse already does this. Isn't this normal behavior in Windows?

OS X allows you to position a mouse over a visible window in the background and scroll without changing focus to that window. I believe this is the kind of functionality the OP is talking about, but in Windows.

Ah, I understand now. It let's you scroll even if the window is inactive. I found one called Katmouse that you might try.
