Creating a home/intranet video stream with a set schedule?

I am trying to find a way to stream my digital media over an internal network using a predefined timetable. I know streaming media over a home network is nothing new; there are countless software packages, prepackaged hardware devices, and internet applications that do this. However, I am trying to find a program that will air a given show at a given time in a chronological progression. Ideally I want to air specific 20 or 50~ish minute video files at specific times, and play random music filler or video bumps in the 10~ish minutes between the half-hour time slots. Sort of a playlist with a time-table. I think something like this is possible using cron and VLC, but I do not see this being an easy system to update and work with.

I know many of the video streaming sites like Justin.TV, uStream, etc have stuff like this for creating/streaming your own internet TV channel, but my plan is to stream digital copies of media I legally own. I don't want to step outside the bounds of fair use by streaming the media to other people. Does anyone know of a software package that will do this kind of thing?
