Because of this, I cannot use such file sharing programs as Kazaa, Morpheus, and Shareaza. I also cannot use BitTorrent clients, and I cannot transfer files through IRC faster than .3 KB/s. I've even tried Remote Desktop with my computer back at home, but I cannot connect with that either. I can play games, use AIM, surf the web, and download from websites and FTP's just fine (and at good speeds even). I was curious if there was a simple (or even not so simple) solution to this. LRoling Posted October 11, 2003 Share Posted October 11, 2003 The IRC situation is almost impossible for them to block IP's or restrict your bandwidth since it's on an IRC network, but... it may be the network is full as hell with users and it's eating your bandwidth, I had this problem many times when I lived in the residential halls.
