Strange Problem with viewing a website.

I don't know much about networks so please hear me out. I have a very strange issue:

I have created a website for a client (a fairly large company in a large office building). I've had no problem at all in developing this website. At their office, though, there seems to be an issue (at least from where I've narrowed it down).

First I was able to view just about 3 pages from the new website, then the web host server blocked the IP. I unblocked it but then their browser was saying Page Not Found. I'm positive the page or the subdirectory was and still is there. Aparently all work stations in the office say page not found. But their smart phones, I'm guessing using 3g or 4g networks but not positive, were able to bring up the new site. Here's where its even more weird, I had my laptop with me and tried the website after connecting to their wireless network. Got the new site up perfectly like nothing ever happened. They tell me there is only ONE IP.

So why would I be able to view the site on my laptop using the same internet (but WiFi), and smart phones (plus a tablet, not sure the details onthe tablet); but none of the work stations (I'm guessing these are all not WiFi) can't seem to find the page/directory.

I've tried the site at other places too, my home, Starbucks, another work computer in my office, everything looks fine.

do they have a proxy server in place?

I have no idea. I've asked them to try a to proxy browser and provided them with a url to one, but have not heard back if it worked or not. I had also emailed them again this morning to ask.

Please note this is not my design, I was only suggested to move it to Wordpress and keep the same design so it would appear as nothing had changed.

I've been able to confirm using a proxy browser allows them to see their website.

Also, as a note, this site was recently moved to a new server. I've just been told when they ping the website from any PC in their LAN they get the OLD server IP address. But when they ping the site from a phone or other device that actually shows the new site, they get the correct/current server IP address.

Is this a cache issue maybe??
