Video Casette converting to DVD

if need be I may have posted this in the wrong section and I apologise. Please move if necessary.

OK I do video and DVD swaps with people. Done 1 last week and just recieved the swap I was waiting for today. It is very hard to tell but I think that although the casette itself is on a PAL Video casette the picture looks like to me anyway to be of NTSC quality. Watchable I admit but just barely really. I can try send a picture if necessary might make it a bit clearer to explain the situation and get suggestions of what I can do to make it..........good quality. :)

I'm not sure what you're asking between the subject and actual material that appears in the post.

Can be pretty hard to try to improve videocassette quality in general. Garbage in, garbage out.
