Run is missing in Start Menu

Did you already try this?

Right click the start button, properites then customize. Then the advanced tab and the 4th thing from the bottom is "Run Command", make sure it's checked.

You probably already did this though

do you have customizerxp? If you do then check to see if you checked "remove the run box from the start menu"

gpedit.msc also has the remove the run box option maybe you can set it then unset it?

look and compare or import these reg keys to see if it helps

you will need to fix the word wrap if you want to import

hey guess what i just tried window + R it's not working...it's say due to restriction on this computer this operation is cancelled and contact your administrator lol

sounds like it's disabled in the group policy editor. try gpedit.msc and find it there. i know i disabled the run box from there once by mistake, but changed it back and i got it working again.
