If you're going to use it as a media player, what does it matter if it's unlocked or not? Unlocking would only affect which networks it can join, and if you're using it as a media player without putting it on a network, that's not necessary. Just pick one up on craigslist, wipe it and load up your music. Alternatively, they do make devices that have no cellular radio in them at all just for use as media players and they are going to be cheaper than a full phone. Still the cheapest would to be to get an older used phone on craigslist and just use it on wifi.

I had actually considered doing this for a while. You can find some really cheap Android phones on eBay (look for older Verizon or Sprint models) and just use them on WiFi and for media.

You can also with a bit of Linux directory know how and reading up, take a Rooted phone (Must be so you can access the file system), and remove the .apk files for the phone and anything else you want to disable. There are apps that will do this as well but if you didn't want to mess with the apps, you can do this pretty easily.

For the Sprint Hero CMDA, I remember running across a custom Rom stripped down of all outside communications with any networks and was converting the phone into a media player. After doing this, it was reported that it was giving a lot longer battery life. :)

Then of course, if you don't want to root a phone and just get a phone for media player, just pick up a cheap one and put it into airplane mode. Of course, no wifi in this mode, but a good safety in case you need to dispatch emergency services (provided you are in the US where it is law to allow 911 calls even on deactivated phones).
