Email Newsletter Question: Subscribers vs. Unique Users

Hello!

We are having a debate where I work and I wanted to get some outside opinion. I've searched google for this information with very little success.

Let me give you a little background. Where I work we have offered multiple newsletters regarding new products as well as community events. It has 23 different lists and we have around 1500 subscribers over all 23 lists. Out of all of the 1500 subscribers, around 200 of them are unique emails.We have had this service for over 8 years.

So the question is, what is more important? The fact that we have 1500 subscribers or the fact that we really only have 200 people receiving the newsletters?

I personally believe the individual people count more than the subscriber count because 1 person can equal 23 subscribers if they signed up for everything.

Does anyone have any best practices? Opinions? References I can sight to give favor in either respect?
