MS promised this would be the case for the X1 but it was never promised for the X360, and I've never really seen it happen much (if at all). Maybe they will maybe they won't. Millions of people download 20+ gigabyte games daily. The reason would be that the publisher doesn't want todo it yet for some reason. Which very very few do on current gen consoles. I think the publisher just wants to see how well the game will sell on physcial media first, or maybe they want to preserve some trade-in value.
