Assuming you got a voucher that was only good for the single player version, you'd probably have to call whoever's in charge of mailing out the game and ask if you can get the full version instead if you include money in the amount the upgrade would cost.

I bought the ATi Radeon 9800 XT from Best Buy and the voucher inside is for all current Half-Life 1 titles and Half-Life 2 Full Version will be downloadable via Steam the day its released. You can also fill out a form to have it shipped to you in boxed form when it comes out for the shipping charge. So you get both Single and Multiplayer modes from the voucher included with the cards. This has been gone over before...

The thing that I want to know if that when you download a game from Stream, can you burn it to a cd, cause lets say that Half Life 2 is 700mbs, and I spend 3 hours downloading it, and then install it, but then buy a new computer. Would I have to download it again, or could I just burn it to cd and install it again?

Not exactly. Steam downloads an encrypted file that contains all the game's resources with a .gcf extension. All you have to do is burn that file to a disc and you can transfer from computer to computer, you won't have to re-download. You just have to maintain the same file structure.
