Soon, thanks to Apple releasing the A7, there will be 64bit ARM SoC's and full OpenGL/DirectX GPUs thanks to the Tegra K1 and with OS support (Android 5?) these things may actually be really cool. They aren't going to compete in specs with the PS4 or Xbone but for half the price they'll be "good enough" for many people. There are ways to install Ubuntu on Android phones. Basically replacing the Android OS with Ubuntu. I would think this wouldnt be much different if someone really wanted to do it.
