Classic Shell developer is Microsoft employee

It's not just the Start Menu. It's everything that's ever been in Windows. Features in Windows 95, and 98, etc that these guys want back.

 

At some point you have to let go, and move on.

I suppose that applied to the Tweak Toys that Microsoft offered for download but absolutely didn't support, those were put together by Microsoft devs outside of the main Windows branch/development.

Exactly - the PowerToys were all designed by employees of the Windows Shell (UI) team, according to the PowerToys site itself.  I considered the PowerToys a Microsoft response to Workplace Shell for Windows and other alternative shells - remember, this was in the 95/NT4 era (prior to even Windows 98, let alone 98SE.  They were no more supported by Microsoft than Workplace Shell for Windows was supported by IBM.
