xpatx
alright well, i just installed cs 1.6 on my desktop and i noticed something fishy when i tried to join the servers. i hit refresh on steam, and the lowest latency that i get back is ~250  so, i try to join the server, and it says that i cannot join because it is unavailable and to try at another time. it's like this for all the servers! what do i do? TwiztedCam
I used to have this problem on my old PC, I didn't ever find out what caused it, but if I can remember right a reinstall or two fixed it. Have you tried closing internet demanding programs?

ANova
A friend of mine had this problem as well. I believe it has something to do with routers. Unfortunately we never did figure out why.
Snowstorm
Try this... on the Steam Main Menu, click on Monitor and see if there is any activity. Steam may be updating, in this case, downloading and therefore giving you a high ping. Happened to me tons of times.
