Xbox 360 digital game "sharing"

Quick question, I often take part on the games for gold downloads as well as buying discounted games. I want my brother to try a game I bought, were at our respective jobs right now and cannot just check at the moment; so: is content locked to the Xbox Live ID and the console or just the ID? Can he log onto his gold account on my Xbox and play a digital game I purchased on my Xbox?

Yes, games are tied to both the LiveID and the console.

If you download it on your primary console, everybody can play without you being logged in with the purchaser's account.

If you download it on a second console, you, the purchaser need to be logged in for anybody to be able to play (otherwise it drops to the trial version for XBLA games).
