RT has a customized version of Flash built-in and can handle most things. On a full Windows 8.x tablet you can install anything you want, including the most up-to-date version of Flash. Now for ecosystem in general, iOS/iPad is the most mature, with Android a very close second when it comes to app selection. Windows 8/RT is much newer and doesn't have quite as many apps, but it does have many of the big names - Netflix, Kindle, etc. Personally, having used all three, I prefer Windows. It's especially good if you get a full Windows 8 tablet, since it can run a lot of tradtional desktop programs, as well as iOS/Android style apps. You get a tablet and a portable computer (just add keyboard). I'd suggest going to Best Buy or someplace where you can play with the different display models and see what feels right for you. People have some fixation that because it cannot run traditional desktop programmes that it must suddenly be dismissed.
