I bought a Wii U a few months back just for Mario Kart 8. I got the Pro system with the 32gb of space. I wanted to know whats the best way to expand that space and still maintain performance. My fear is that using some external it wont have the same access times as the internal memory would. Also whats the max external storage the Wii U takes?

If the Wii U has the most recent system update installed, it will be able to recognize a storage device of any size, but 2TB will be the maximum amount of storage capacity that can be used. Any extra capacity in the storage device beyond the 2TB will not be accessible via the Wii U.

That's probably the most important part. Don't use a portable, USB powered, drive. I also wouldn't waste money on an SSD for a Wii U, either.
