Idea (Mobile): Start Screen, Tile Brightness Slider

Basically, implement a tile brightness slider in the Start personalization settings, to allow tiles to be darker.

In some cases the Start background would look better with darker tiles. The idea is to add a slider that fades the tile color from black to the selected accent color.

When using transparency this could give a dramatic effect to the appearance of Start. Currently using similar accent color as the Start background makes it look washed out.
