Cannot access hotmail account in any non-browser fashion (windows phone, android phone, even MS Outlook & Mail on PC)

I can access my Hotmail account via the browser fine but if I try to access it via the app on my Windows Phone, or the Outlook app on my Android phone, or the Mail app in Windows 10 or even MS Outlook on Windows 10 I keep getting an error that they cannot connect to the mail server. the server in question seems to be bay407.m.hotmail.com. This has been the case for about 9 hours now so it would have started 4am EST (US). I've even tried removing the account and adding it back in but adding back in doesn't work either. Any one know what's going on? Sounds like an outage. The devices I'm using for this are the Surface Pro 4 on Wifi (Mail app), Lumia 950XL on AT&T (default Outlook app), Galaxy S7 on Verizon (Outlook app).
