Iam encountering such an issue while installing every Non-Unicode font for Hindi language within Win 10! Mine is Win 10 Pro edition & the current installed version reports to be - 10.0.10586. OP are you trying to install using admin privileges? Yes indeed it does indicate .ttf i.e. true type font & I have tried the installation of these under Admin's privilege. The Native language fonts of Hindi language which can be reproduced via Inscript Keyboard format only (& not by using Transliteration or Phonetic scheme) are in Non-Unicode format.
