If you have multiple users, you can set each NTFS folder/file to have only certain permissions (read, write, rename, execute, etc.) and you can set these individually for each user. Assuming that you know how to create multiple users, we'll take it from there (if you don't, reply and some lovely person can explain it to you). In the "Folder Options" control panel, choose the "View" tab and disable "Use Simple File Sharing". Then, right click a file or folder and choose "Sharing...". Here, you will see all the users and groups who have access to this file/folder and what kinds of access they have. It's fairly straight-forward -- use the Add/Remove buttons.
