Some necessary stuff I'd say would be for him to get a roof over his head, some money for food, and a job here. Oh and some clothes we don't need any nudes running around here. It's crazy enough.

And is the living expenses high?

It depends on what state he is planning to live in, on what the cost will be.

Also, if he were to bring illegal programs to the states, would he be in seriously trouble?

Illegal programs are fine as long as he doesn't go around flashing them to people or try to sell them.

Exactly right! It depends on the state. Living expenses are lower in Alabama than they are in California and even within a particular state it costs more to live in an urban area than in a rural area.

just don't flash it around, and no one will care. The alleged illegal software, that is. :)

Otherwise, might wanna check the area he's going to ahead of time on the web. Read about crimes, politics, social life, et al... get to know it before he gets there. It's not all like you see on TV, you know.

There's a difference between "illegal" programs and "illegally obtained" programs. My guess is you were talking about the latter; i.e. copied programs and such. As for the former, the FBI doesn't play games with programs it finds to be dangerous. Just tell him to use the 'ol noodle: if a program is meant to cause harm or damage (say, for instance, a virus creation lab) then he should save himself the hassle and just leave home without it. Getting caught be the FBI just isn't worth it.
