[Bat Files] Enable High Performance, Balanced, and Power Saver Plans for Windows.

This is a simple, and useful adaptation from here:

These are just files (.bat) that will trigger the power plan. This is useful for devices that lack this configuration. For example, Surface Pro only have the balanced plan, enabling the High Performance plan brings significant performance gains. This does not require any registry trick and will work with any version of Windows (Vista and newer).
