Maybe half and half for home and /. Give / at least 10GB. Did you do a full install? If so, get rid of all the useless stuff too. True ;) I usually only make /, /boot, and a swap, but that's because I have another HDD. If you use your home dir heavily and/or don't want to lose your personal settings and you reinstall a lot, /home partition isn't a bad idea.
