He did try to renegotiate. The Iraqi's refused (rightly), to continue the amnesty agreement for any criminal acts carried out by US personnel and the US were unwilling to let their troops stay if they could be prosecuted, so out they went.

 

Maybe if the US had been willing to let their soldiers be punished for any crimes they commit, things would have been different.

It’s very easy to blame a country that is involved into so many other countries politics.  The US is at the center of so many wrongdoings, so it’s very easy to lay the blame.  No other country has as many military bases around the world and is involved in as many wars.

Nope. At the outset the plan was to allow the "renegotiation" to fail and then pull out before the 2012 election. This is not guesswork, this is what his own people say. The rest of it was nothing but cynical theater.

Back when it first happened  Obama took credit for the rapid withdrawal, especially in the debates with Romney, but in about 2014 to 2015 his tune changed and he started blaming the Iraquis. This flip was noted at the time by The Fix, a Washington Post political blog.
