New battery on LG K10, not charging past 95% when charged from PC

I bought a new battery for my K10, and I have done 4 or 5 charge/discharge cycles on it, and I am noticing every morning when I get up the phone is at 95% charge and it indicates that it's charging still, but it never moves past 95% unless I plug it into a wall charger, then it finishes charging to 100% and the system notifies me that it is charged. What could be causing this issue? Is it the battery, the phone, or simply something else?
