The Verge has an article about Microsoft Information about who would see slow downs.

  • Windows 10 running on Skylake, Kaby Lake or newer CPU show benchmarks show “single-digit slowdowns”, but most users shouldn’t expect to see noticeable slowdowns
  • Windows 10 running on Haswell or older CPUs “show more significant slowdowns” and “some users will notice a decrease in system performance”
  • Windows 7 or Windows 8 running on Haswell or older CPUs means “most users will notice a decrease in system performance

This deserves Front Page. In essence, Haswell and older, Windows 7 & 8, Windows server are so screwed that Microsoft advises careful consideration before applying patches. This is revealing, to say the least.

Yep, so I won't be allowing the patch(es) on my Win7/8 computers at all. Risk is low. Performance and efficiency is very important to me. 

Mass public will tho... planned obsolescence conspiracy ;) . sub 10% performance gains in CPUs year over year average, oh but now your old computer sucks, gotta upgrade to 2017+ hardware..
