Can't update all pages webtemplate

Hi

I'm using Frontpage 2003 and use webtemplates. But everytime I edit my template I have to open every page to update its template. Very frustrating... The menu shows a "update all pages", but it's grayed out. Do anyone have a suggestion or know how to make the "update all" function to work?
